Cory Booker (D\u2013N.J.) <\/span><a href=\"https:\/\/x.com\/CoryBooker\/status\/2066199131840815255\"><span style=\"font-weight: 400\">told<\/span><\/a><span style=\"font-weight: 400\"> the BBC. Sen. Chris Murphy (D\u2013Conn.) <\/span><a href=\"https:\/\/x.com\/ChrisMurphyCT\/status\/2066977498773000419\/video\/1?s=46\"><span style=\"font-weight: 400\">called<\/span><\/a><span style=\"font-weight: 400\"> the memorandum &#8220;a payment to Iran&#8221; in a speech to reporters. Trump&#8217;s former secretary of state, Mike Pompeo, <\/span><a href=\"https:\/\/x.com\/mikepompeo\/status\/2058289433988751767\"><span style=\"font-weight: 400\">accused<\/span><\/a><span style=\"font-weight: 400\"> Trump of trying to &#8220;pay the IRGC [Islamic Revolutionary Guard Corps] to build a WMD [Weapon of Mass Destruction] program and terrorize the world.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">It was, ironically, the same criticism that Trump had levied against Democratic outreach to Iran. &#8220;American taxpayer dollars helped fund [Hamas] attacks, which many reports are saying came from the Biden administration,&#8221; he <\/span><a href=\"https:\/\/reason.com\/2024\/07\/22\/pompeo-is-selling-a-new-iran-war-to-republicans\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> in 2023, speaking of a deal to unfreeze Iranian bank accounts in Qatar. Trump was also obsessed with the image of President Barack Obama giving &#8220;<\/span><a href=\"https:\/\/www.newyorker.com\/news\/benjamin-wallace-wells\/why-donald-trump-cant-stop-talking-about-the-pallets-of-cash\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">pallets of cash<\/span><\/a><span style=\"font-weight: 400\">&#8221; to Iran. Then, as now, hawks are confusing and deceiving the public about what sanctions relief really is.<\/span><\/p>\n<p><span style=\"font-weight: 400\">A copy of the memorandum of understanding leaked to<\/span><span style=\"font-weight: 400\">\u00a0<\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-16\/read-the-14-point-draft-memorandum-between-the-us-and-iran?accessToken=eyJhbGciOiJIUzI1NiIsInR5cCI6IkpXVCJ9.eyJzb3VyY2UiOiJTdWJzY3JpYmVyR2lmdGVkQXJ0aWNsZSIsImlhdCI6MTc4MTY1NjY2MywiZXhwIjoxNzgyMjYxNDYzLCJhcnRpY2xlSWQiOiJUR1FUVkRUOTZPU0cwMCIsImJjb25uZWN0SWQiOiI4M0Q4RjJERjFDQzA0MDFFQTlBNjg1RjY3N0FGQURERiJ9.Bq9TVRVNXZu1ep06Y3KiLnhlcb9SQ_ZKska1ZbY8yVM\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400\">Bloomberg<\/span><\/i><\/a><span style=\"font-weight: 400\"> and <a href=\"https:\/\/www.cnn.com\/2026\/06\/17\/middleeast\/us-iran-war-mou-text-intl\" target=\"_blank\" rel=\"noopener\">CNN<\/a> promises to gradually lift the U.S. economic sanctions that ban doing business with Iran. Because most international trade is done in U.S. dollars, these sanctions have been especially devastating to Iran&#8217;s ability to export oil, to access its own money in foreign bank accounts, and to attract international investment, even from non-American businesses.<br \/>\n<\/span><\/p>\n<p>White House spokesman Steven Cheung <a href=\"https:\/\/x.com\/stevencheung47\/status\/2067206713376207037?s=46\">denied<\/a> the authenticity of the leaked memorandum without giving details. Nonetheless, Trump and Vice President J.D. Vance have confirmed the broad strokes of the deal in their public statements. The real agreement differs from the leaked text on a few non-sanctions-related details, <a href=\"https:\/\/x.com\/mashabani\/status\/2067183849231069484?s=46\">reports<\/a> Mohammad Ali Shabani, editor of Amwaj.media, a British news outlet that covers the Middle East.<\/p>\n<p><span style=\"font-weight: 400\">Iran is &#8220;not getting a single dime of American money,&#8221; Vance <a href=\"https:\/\/www.foxnews.com\/media\/jd-vance-reveals-details-us-iran-deal-addresses-whether-taxpayer-money-go-tehran\" target=\"_blank\" rel=\"noopener\">says<\/a>. In exchange for Iran reopening the Strait of Hormuz, the memorandum immediately lifts the U.S. military blockade of Iranian ports and <\/span><a href=\"https:\/\/www.wsj.com\/world\/middle-east\/the-trump-iran-deal-allows-tehran-to-immediately-sell-oil-37a1ebe5?st=TKm46c&amp;reflink=desktopwebshare_permalink\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">waives sanctions<\/span><\/a><span style=\"font-weight: 400\"> on Iranian oil exports and the &#8220;banking, insurance, transportation, and the like&#8221; that the state-run oil industry needs, according to the leaked text.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The document promises that the two sides will work to trade &#8220;the fate of enriched [Iranian nuclear] material and the fate of all other mutually agreed nuclear-related issues&#8221; for &#8220;all types of sanctions currently facing the Islamic Republic of Iran.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">Two big numbers have been floating around: $24 billion and $300 billion. The first number, $24 billion, refers to the total value of <em>Iranian<\/em> money <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/iran-frozen-assets-trump-peace-deal-b2984202.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">frozen<\/span><\/a><span style=\"font-weight: 400\"> in foreign bank accounts, most of which is revenue from oil sales that Iran was paid but never able to withdraw due to sanctions. The second number, $300 billion, refers to prospective <em>private<\/em> investments in Iran&#8217;s reconstruction.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Trump administration has been recruiting private businesses to offer loans, credit lines, and direct investments in reconstruction as an incentive for Iran to finish a deal\u2014since those offers can only work if sanctions are lifted. <\/span><span style=\"font-weight: 400\">Reuters reported on Tuesday that the effort has so far <\/span><a href=\"https:\/\/www.reuters.com\/business\/finance\/iran-deal-includes-300-billion-fund-more-than-half-which-already-committed-2026-06-16\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">secured $150 billion<\/span><\/a><span style=\"font-weight: 400\"> in commitments, and the memorandum promises to double that number. Vance <a href=\"https:\/\/thehill.com\/homenews\/administration\/5925541-trump-iran-300b-funding\/\" target=\"_blank\" rel=\"noopener\">suggested<\/a> to CBS that the money is coming from oil-rich Arab countries. (Of course, talk is cheap; last year, Arab petrostates also promised Trump trillion-dollar investments that are <\/span><a href=\"https:\/\/www.dropsitenews.com\/p\/gulf-funds-recalibrating-american-investments-paramount-warner-brothers-ai\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">unlikely<\/span><\/a><span style=\"font-weight: 400\"> to <\/span><a href=\"https:\/\/www.politico.com\/news\/2026\/03\/26\/immensely-destabilizing-iran-war-threatens-gulfs-us-investments-00845486\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ever happen<\/span><\/a><span style=\"font-weight: 400\">.)<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is ironic that something the U.S. had to <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/30\/venezuela-approves-bill-to-open-oil-sector-to-foreign-investment-after-us-pressure\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">extract<\/span><\/a> <i><span style=\"font-weight: 400\">from<\/span><\/i><span style=\"font-weight: 400\"> Venezuela by force\u2014the ability of foreign businesses to invest in the country\u2014is considered a U.S. concession <\/span><i><span style=\"font-weight: 400\">to<\/span><\/i><span style=\"font-weight: 400\"> Iran. The same goes for oil waivers. Iran&#8217;s greatest point of leverage had been its ability to attack global energy supplies. Now it is asking for a role in refilling the world&#8217;s oil reserves.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Of course, the Iranian government is asking for sanctions relief because it will benefit, both from directly state-owned oil revenues and from the general improvement of the country&#8217;s economy. On the other hand, these benefits will make Iran more dependent on its new trading partners. Iran is less likely to bomb Arab oil fields when its reconstruction is being paid for with Arab oil money. In other words, &#8220;you only get the benefits of the bargain if you change your behavior,&#8221; as Vance <\/span><a href=\"https:\/\/x.com\/clashreport\/status\/2066984602724425757\/video\/1?s=46\"><span style=\"font-weight: 400\">told<\/span><\/a><span style=\"font-weight: 400\"> the <\/span><i><span style=\"font-weight: 400\">Megyn Kelly Show<\/span><\/i><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">As for Obama&#8217;s &#8220;pallets of cash,&#8221; those had nothing to do with sanctions relief. In January 2016, the Obama administration flew a plane carrying $1.7 billion to Iran, ostensibly to settle a court case over a trade dispute from the 1970s. The administration later admitted that the money was <\/span><a href=\"https:\/\/www.brookings.edu\/articles\/the-united-states-iran-and-1-7-billion-sorting-out-the-details\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">connected<\/span><\/a><span style=\"font-weight: 400\"> to negotiations to free American captives from Iran. The uproar over this apparent ransom payment got folded into the debate about Obama&#8217;s <\/span><i><span style=\"font-weight: 400\">separate<\/span><\/i><span style=\"font-weight: 400\"> deal to lift sanctions in exchange for Iranian nuclear concessions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Aside from the confusion about whether Iran is getting American taxpayer money, hawks have several honest, coherent reasons for opposing sanctions relief. Probably the largest reason is that they don&#8217;t want to give up leverage so easily. Hawks&#8217; most common complaint about Obama&#8217;s deal was that it didn&#8217;t win concessions on <\/span><a href=\"https:\/\/www.jpost.com\/opinion\/the-jcpoa-is-fatally-flawed-553637\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">other issues<\/span><\/a><span style=\"font-weight: 400\">, such as Iran&#8217;s conflicts with Israel and Arab states. Max Meizlish, a senior fellow at the neoconservative Foundation for Defense of Democracies, similarly <a href=\"https:\/\/x.com\/maxmeizlish\/status\/2067047475614007729\">complained<\/a> that Trump&#8217;s deal leaves out &#8220;Iran&#8217;s support for terrorism and its ballistic missile program<\/span><span style=\"font-weight: 400\">.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">Another common slogan of hawks is that &#8220;<\/span><a href=\"https:\/\/www.rpc.senate.gov\/policy-papers\/ten-questions-on-iran-framework\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">money is fungible<\/span><\/a><span style=\"font-weight: 400\">.&#8221; As <\/span><i><span style=\"font-weight: 400\">Wall Street Journal <\/span><\/i><span style=\"font-weight: 400\">editorial board member Elliot Kaufman <\/span><a href=\"https:\/\/www.wsj.com\/podcasts\/opinion-potomac-watch\/is-trump-deal-with-iran-a-good-one-for-the-us\/f3dd209a-8df8-4928-adb3-031db6477925\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">warned<\/span><\/a><span style=\"font-weight: 400\">, every extra dollar freed up for food and medicine allows the Iranian government to spend &#8220;its other funds on weapons.&#8221; In other words, they want U.S. policy to keep Iranians hungry and poor in order to destroy Iranian military strength. But many of these hawks can&#8217;t quite bring themselves to admit it. Kaufman, for example, has previously <\/span><a href=\"https:\/\/www.wsj.com\/opinion\/is-iran-on-the-brink-of-another-revolution-463f7be3\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">denied<\/span><\/a><span style=\"font-weight: 400\"> that sanctions are to blame for Iranians suffering from a poor economy.<\/span><\/p>\n<p><span style=\"font-weight: 400\">That ties into another often-unspoken motivation for keeping sanctions: the belief that keeping Iranians poor makes them more likely to overthrow their government. Secretary of the Treasury Scott Bessent, for example, <\/span><a href=\"https:\/\/www.npr.org\/2026\/02\/23\/nx-s1-5708935\/trumps-sanctions-on-iran-have-dramatically-affected-its-economy-and-led-to-protests\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">claimed<\/span><\/a><span style=\"font-weight: 400\"> that the January 2026 uprising in Iran was the &#8220;grand culmination&#8221; of U.S. sanctions policy. In a recent <\/span><i><span style=\"font-weight: 400\">New York Post<\/span><\/i><span style=\"font-weight: 400\"><a href=\"https:\/\/nypost.com\/2026\/06\/11\/opinion\/dont-buy-the-charade-iran-cant-afford-peace-at-any-price\/\" target=\"_blank\" rel=\"noopener\"> op-ed<\/a>, two members of the Foundation for Defense of Democracies called sanctions relief a &#8220;<\/span><span style=\"font-weight: 400\">lifeline<\/span><span style=\"font-weight: 400\">&#8221; to the Islamic Republic&#8217;s &#8220;internal repression.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet the first major uprising against the Islamic Republic, the Green Movement of 2009, came before Obama <\/span><a href=\"https:\/\/www.energypolicy.columbia.edu\/publications\/brief-history-us-sanctions-iran\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">unleashed the brunt<\/span><\/a><span style=\"font-weight: 400\"> of U.S. sanctions against Iranian oil. Another <\/span><a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2018\/01\/03\/tens-of-thousands-of-people-protested-in-iran-this-week-heres-why\/?noredirect=on&amp;utm_term=.48301579372c\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">wave of protests<\/span><\/a><span style=\"font-weight: 400\">, from December 2017 to January 2018, came after Obama lifted those sanctions and before Trump reimposed them. Doves <\/span><a href=\"https:\/\/edition.cnn.com\/2025\/10\/19\/middleeast\/how-western-sanctions-iran-hurt-middle-class-intl\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">commonly argue<\/span><\/a> <span style=\"font-weight: 400\">that sanctions actually <\/span><i><span style=\"font-weight: 400\">hurt<\/span><\/i><span style=\"font-weight: 400\"> the Iranian opposition. The <\/span><a href=\"https:\/\/aliterrenoire.substack.com\/p\/understanding-why-the-iranian-protest-348\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">disorganized masses<\/span><\/a><span style=\"font-weight: 400\"> of the hungry and desperate, they say, are less of a threat to Iran&#8217;s theocracy than an <\/span><a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/irans-middle-class-has-been-eroding-for-some-time-now-its-only-getting-worse\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">educated middle class<\/span><\/a><span style=\"font-weight: 400\"> tied to international trade.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Whether sanctions really help or hurt the opposition, sanctions relief means that the U.S. government is stepping out of its involvement in Iranian politics. Like the famous <\/span><a href=\"https:\/\/www.cnn.com\/2007\/POLITICS\/07\/23\/debate.transcript\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Baskin Robbins in Hanoi<\/span><\/a><span style=\"font-weight: 400\">, a McDonald&#8217;s in Tehran would be a sign that the conflict is truly over. And that might be what bothers hawks the most viscerally.
